New Delhi: Prime Minister Narendra Modi on Tuesday extended warm congratulations to newly elected Canadian Prime Minister Mark Carney, expressing optimism for a renewed India-Canada partnership following years of diplomatic tensions.
In an official statement, PM Modi said, “I look forward to working with you to strengthen our partnership and unlock greater opportunities for our people.” Highlighting shared values, Modi added, “India and Canada are bound by shared democratic values, a steadfast commitment to the rule of law, and vibrant people-to-people ties.”
The message marks India’s first major outreach to the Canadian leadership since relations plummeted in 2023 over allegations made by Canada regarding India’s involvement in the killing of Hardeep Singh Nijjar, a Canadian citizen and known Khalistan separatist. India strongly rejected the accusations, leading to tit-for-tat diplomatic expulsions and a sharp freeze in bilateral engagement.
Canada is home to the largest Sikh diaspora outside India, and Ottawa’s handling of pro-Khalistan elements has long been a sticking point in bilateral relations. India has repeatedly called for stricter action against the separatist movement, which it holds responsible for historic acts of terrorism including the 1985 Air India bombing and the assassination of former Prime Minister Indira Gandhi.
With Carney’s entry into Canadian politics and subsequent electoral win, New Delhi sees an opportunity to thaw frosty ties. Carney’s technocratic background and global financial experience add to hopes for a pragmatic approach to contentious issues.
While no formal talks have been scheduled yet, Indian officials indicate a willingness to reopen channels of communication—conditioned on addressing national security concerns linked to Khalistani extremism.
Carney’s leadership could mark a turning point in India-Canada diplomacy, with both sides expected to cautiously explore avenues for cooperation in trade, education, and diaspora relations.
