In the case of a non-cognizable offense, the police cannot arrest the accused without a warrant and cannot begin an investigation without court approval.
The complainant, Mehboob Khan Pathan (58), vice chairman of the Maharashtra Mantralaya Co-operative Credit Society, claimed that Adsule and three associates arrived at his office on Tuesday afternoon and requested the appointment of two directors to the credit society’s board.
Pathan instructed him to wait six months.

Pathan went to the Marine Drive police station after the incident and filed a complaint, which resulted in a non-cognizable offence being registered against Adsule and three others under relevant Indian Penal Code sections, including the charge of voluntary causing hurt.
