India Unveils Revolutionary BioE3 Policy, Setting the Stage for Global Biotech Leadership

New Delhi, 1st Sept. Union Minister of State (Independent Charge) for Science & Technology, Dr. Jitendra Singh, formally launched the groundbreaking BioE3 policy at L Media Centre, positioning India as a global leader in the next Industrial Revolution.

Dr. Singh credited Prime Minister Narendra Modi for his unwavering support, stating, “As India emerges as a Global Biotech Powerhouse, Prime Minister Narendra Modi will be hailed across the world as the champion of the new Biotech Boom.”

The BioE3 policy, recently approved by the Union Cabinet chaired by Prime Minister Modi, aims to foster high-performance biomanufacturing, aligning with national initiatives like the ‘Net Zero’ carbon economy and Mission LiFE (Lifestyle for Environment). Dr. Singh hailed the policy as a “milestone not only for the bio economy but a game changer for Viksit Bharat @2047.”

Highlighting India’s rapid ascent in the biotech sector, Dr. Singh shared impressive statistics: “India’s bio economy has skyrocketed from $10 billion in 2014 to over $130 billion in 2024, with projections to reach $300 billion by 2030.” He emphasized that the BioE3 policy would have a transformative impact on various sectors, including food, energy, and health, driven by six thematic areas: bio-based chemicals and enzymes, functional foods and smart proteins, precision biotherapeutics, climate-resilient agriculture, carbon capture and utilization, and futuristic marine and space research.

Dr. Singh underscored the critical role of public-private partnerships (PPP) in the implementation of the BioE3 policy, which will incentivize industry participation and promote employment generation. He also highlighted India’s unique advantages in biotechnology, citing the country’s vast biodiversity, particularly in the Himalayas, and the 7,500-km long coastline, which is set to be further explored under the Deep Sea Mission launched last year.

Reflecting on the progress achieved over the past decade, Dr. Singh remarked, “After a policy shift under Prime Minister Narendra Modi, biotechnology research and Bio StartUps have taken centre stage. The IT revolution was West-driven; the Biotechnology revolution will be India-driven.”

The event also saw participation from Dr. Rajesh Gokhale, Secretary, Department of Biotechnology, and Dr. V.K. Saraswat, Member (S&T) NITI Aayog, who echoed the Minister’s sentiments on India’s burgeoning biotech sector and its potential to drive the next industrial revolution.
