India Launches Intra-Circle Roaming (ICR) for Improved Connectivity

The Department of Telecommunications (DoT) has launched the Intra-Circle Roaming (ICR) service in India, a groundbreaking initiative aimed at enhancing mobile connectivity across the country. This service allows telecom operators, including Jio, Airtel, and BSNL, to share infrastructure on government-funded mobile towers, ensuring uninterrupted 4G connectivity and call access even when users are out of their own network’s range.

How ICR Works

Under the ICR facility, users of one telecom operator can access the 4G network of another operator when their provider’s network is unavailable in a particular area. For instance, Jio users in a location without Jio network coverage can use BSNL or Airtel networks to make calls or access 4G services.

This service is made possible through a single Digital Bharat Nidhi (DBN)-funded tower. DBN, a government initiative under the Telecommunication Act 2023, aims to improve telecom service quality and accessibility. Previously known as the Universal Service Obligation Fund (USOF) under the Indian Telegraph Act, 1885, DBN was revamped to address the growing demand for robust telecom infrastructure.

Key Features and Benefits

  • Improved Connectivity: The ICR service covers approximately 27,836 sites, providing enhanced 4G connectivity to over 35,400 rural and remote villages.
  • Cost Efficiency: By reducing the need for additional mobile towers, operators can offer high-quality services at lower costs.
  • Network Independence: Subscribers of Jio, Airtel, and BSNL gain the freedom to use any available network in case their provider’s network is out of range.
  • Ministerial Launch: Union Minister Jyotiraditya Scindia, while announcing the initiative, emphasized its collaborative approach and benefits for the three major telecom operators.

The service promises to bridge the digital divide by expanding 4G access to the most remote corners of India, ensuring seamless connectivity and better call quality. It is expected to significantly enhance customer experience and boost digital inclusion across the country.
