Haryana Cabinet Approves Draft of Prevention of Unlawful Conversion of Religion Rules, 2022

Chandigarh, 2nd Dec. The Haryana Cabinet approved several proposals on Thursday, including draft rules for an act passed earlier this year prohibiting unlawful religious conversions.

The meeting was presided over by Chief Minister Manohar Lal Khattar, who also announced that the Haryana Assembly’s winter session will begin on December 22.

The cabinet also approved a proposal to provide MLAs with a driver allowance of Rs 20,000 per month and decided to implement the Haryana Land Partnership Policy-2022.

Khattar stated that for the first time, the panches and sarpanches elected in the recent Panchayat elections will be sworn in by Gram Sanrakshaks at Gram Sabha meetings across the state on December 3.

The CM stated that under the ‘Haryana Panchayat Sanrakshak Yojana -2021,’ Class-I officers from various departments have been nominated as Gram Sanrakshak, where the officers will assist in resolving villagers’ problems and ensuring the holistic development of the village adopted by them.

The assembly’s winter session, according to Khattar, will begin on December 22.

According to a statement, the Haryana Cabinet approved the draft of Haryana Prevention of Unlawful Conversion of Religion Rules, 2022.

It is necessary to provide the procedure for implementation of the provisions of the “Haryana Prevention of Unlawful Conversion of Religion Act, 2022” in order to achieve the objectives and carry out the provisions of the said Act, it said.

The law was enacted to prevent unlawful conversion from one religion to another through deception, force, threat, undue influence, coercion, allurement, or any other fraudulent means.

The state Cabinet also approved a proposal to provide MLAs with a monthly driver allowance of Rs 20,000.

In this regard, the Cabinet approved an amendment to Section 3D of the Haryana Legislative Assembly (Salary, Allowances, and Pension of Members) Act, 1975.

A new section 3E will be added, under which a member will be entitled to a driver allowance of Rs 20,000 per month, which will be paid by the Haryana Vidhan Sabha Secretariat to the person who will be notified as the driver.

Following the amendment, any member eligible for secretarial allowance will receive Rs 20,000 per month. A member is currently entitled to a secretarial allowance of Rs 15,000 per month

The Cabinet also approved a proposal from Faridabad’s Gram Panchayat Mohna to give Leela Devi, the mother of Kargil war martyr Virender Kumar, a plot measuring 200 square yards.

The land will be given by the gram panchayat from its common land.

The Cabinet also approved a proposal to hire 205 Ayush doctors through the Haryana Public Service Commission.

The Haryana Land Partnership Policy-2022 was also approved by the Cabinet.

This policy provides for any state department or development agency to publish expressions of interest in newspapers in response to which land owner, land owners, aggregators can offer their lands, it said.

The collector rate of lands will be paid to the owner or aggregator by the development agency. During the course of the project’s development, the landowners are offered 50% of the running revenue.

These payments will be made every six months. According to the plan, the project will last three years for projects up to 500 acres and five years for projects larger than 500 acres.

The Cabinet also approved a policy amendment for the regularisation of illegal plots in town planning schemes, rehabilitation schemes, and improvement trust schemes located in Haryana’s Municipal Areas.

According to the proposed policy amendments, the minimum plot size eligible for regularisation shall be 100 square yards or greater.

The state Cabinet also approved the recruitment of 1,500 drivers to ensure the continuous and effective operation and availability of Emergency Response Vehicles (EVR) throughout the state.
