Effects of Haryana CM Manohar Lal’s ill conceived (Tugalaki ) decision of allowing construction upto fourth floor on residential plots reportedly at instance of powerful builder lobby has started coming in surface.
“Gustakhi Maaf Haryana” has investigated one such case of a resident of Sector -4(Mansa Devi Complex ), Panchkula which is the tip of the iceberg
SEQUENCE OF EVENTS:
Pawan Sharda,former Senior Deputy Advocate General of Punjab . has a two story house ( ground floor and first story ) in
the above sector.
His immediate neighbor Vivek Gupta started constructing four stories .
It resulted in the development of cracks in the walls, drawing room and office of Pawan Sharda .
He complained to HSVP.Panchkula, EO, Gagandeep HSVP, Chief Administrator Ajit Bala Ji Joshi and at CM window.
No result.
Filed writ in Punjab and Haryana High Court which was disposed off with assurance of needful by govt. counsel.
Only a peon was sent on the spot.
Now contempt petition in court. Compliance report sought from EO, HSVP, Panchkula else he be present in person.
Ajit Balaji Joshi and Gagandeep did not picked up the phone of ‘Gustakhi Maaf Haryana ” .

Ex Army Chief V. P. Malik has launched signature campaign aginst this policy. CM,Manohar lal has even not acknowledged his letter.
Speaker of Haryana assembly Gyan Chand Gupta who is MLA Panchkula has alleged that the decision has been taken under pressure from the builder lobby. and he will raise the issue in session of assembly.
Confederation of Resident Welfare Associations across the State is planning a public meeting on the issue.
CM Manohar Lal is maintaining silence on this sensitive issue.
