Farmers cheated by supplying not upto mark wheat seed -Shockingly during the regime of son of soil Bhupinder Singh Hooda.

Phateh Singh Dagar,MD,Haryana Seeds Development Corporation was shunted as DG cum Secretary of Archaeology & Museums for opposing the move.- Post did not have office (as he was the first whole timer,a partly budget of Rs, two crores but had a vehicle.

Shocking but true. While interacting with cross section of society including serving and retired officers and politicians cutting across party lines for my upcoming Book on politics, governance and culture of Haryana titled ‘Murcky Politics of Haryana” came to know a shocking incident as how the so-called champions of cause of farmers are making only lip sympathy to their cause and in fact befooling them.
SEQUENCE OF EVENTS.

HSDC,prepares its own quality seeds. and to pass on the benefit of Central subsidy to farmers it was asked to arrange additonal supplies of two Lac qunitals of quality seed by outsourcing..
HSDC,handles the quality and capacity of fimrs supplying seeds and Rs five hundred per quintal subsidy is given by the Centre Govt.
A firm having close connections with a sibling of powerful politician was eyeing on contract but its quality did not match to that of HSDC.Moreover it did not have the capacity to supply seeds in such huge quantities.
Its representative met MD of Corporation and told him politely in chaste Bagri language “हमारी ऊपर बात पक्की हो गई है,जो सेवा पानी बनती है कर दी…आपके स्टाफ ने बताया आप ईमानदार अफसर है ,सही करेंगे और आपको कोई सेवा की जरूरत नहीं है. तो मेहरबानी करके सप्लाई आर्डर दे दे ,खानापूर्ति, हम सब करवा देंगे। Representative was very humble.
MD was shocked and reportedly told him that only merit will prevail.A senior IAS,officer posted in CMO,reportedly rang to MD,and asked to clear the case of firm.but MD, did,nt agreed.
Via media was adopted and instead of examining the quality of seed by the HSDC,, Additonal Chief -Secretary agriculture constituted a committe including representative of HSDC for examining the quality of seed and avaialibility .Committee completed the formality of inspection and poor representative of corporation was forced to consent.The comittee reported that quality of the firm is good and so is the availability.But MD,came to know from his sources that seed was not upto mark.
HSDC, being nodal agency ,hence its MD was to clear the deal.He wrote strong dissenting letter. resulting in shunting him to above post within two days of writng letter.
Earlier representative of firm who was doubtful of getting contract even after the inspection team,s positive report , had met the MD,second time with the requuest ‘आप भले आदमी हो ,ईमानदार अफसर हो ,हम नहीं चाहते ,आपको नुकसान हो।
After two days MD was shunted to above post. and deal was cleared by his .successsor..

MD, reportedly met then Chief-Secretary for office in the Haryana Civil Sectt as Secretary and Commissioner of the department and was told that nothing could be done to help him as higher ups are annoyed with him.In between national print and electronic media rushed to residence of Dagar for his comments and his one line reply was ” Transfer is routine thing in the Govt.”Later Deputy Director Agriculture of a district lodged an FIR as seed failed tests of quality but the matter was hushed up for obvious reasons.
