HSVP-Making mockery of RTI act. by denying vital information sought under the Act.
Old proverb that statistics is like Bikini which reveals everything but conceals vital part holds true with Haryana Sehari Vikas Pradhikaran, while giving information sought under the RTI act. Under the cover of Bikini ,they have refused to share the vital information directly connected with loss to State exchequer. Their Bikini is so called provisions of the act under which the information cannot be supplied.
Eleven questions were asked by “Gustakhi Maaf Haryana” and only one was responded and for rest the stereotype reply was that information cannot be provided under the RTI act.
I failed to understand that at the age of transparency and the ‘Zero tolerance’ claim of CM Manohar Lal, why does the HSVP want to conceal the information?
Although ‘Gustakhi Maaf Haryana’ has already managed the information sought under the RTI act by using its sources ,the aim of filing application under the Act was to judge their sincerity in providing information.
RTI act takes at least a month for getting the desired information but if one has the right connections, it comes to you within twenty hours.
Q. Formula for calculating reserve price of the property being auctioned.
A. The formula cannot be provided being confidential.
(What is confidential(-Is it secretly connected with the security of the State?.)
Q. Has any plot or sites cancelled after allotment and deposit bid money. If yes, details and reason for cancelling.
Questionnaire information cannot be provided as it does not cover under the RTI act
(Above information was in context to the allotment of a hospital site to Max Healthcare in Sector-53 in Gurugram where the HSVP was not even possession of the entire land which it had auctioned.)
Q Was their single bid or multiple bids. If Single bids then whether they were re-advertised to attract more bidders.?
A. Information cannot be provided as it does not cover under RTI act.
Q list of allotment of residential plots, commercial properties, and other sites after start of e-auction policy, Name of allotters, their address, and reserve price and price at which they were sold.
No such information is available and the applicant has not mentioned the place ,UE/Sector for which information was sought.
Q If any site is cancelled after allotment due to low price or any other reason.
A. Not covered under the RTI act.
Appeal to my RTI activists and retired Information Commissioners friends to guide me as to whether it is fit case for filing appeal.?
