Disruptions a ‘Malady Weakening Parliament’s Foundation,’ Warns Chairman Dhankhar

New Delhi, 28th Nov. Rajya Sabha Chairman Jagdeep Dhankhar on Thursday expressed deep concern over repeated disruptions in the Upper House, urging members to uphold discipline and adhere to parliamentary procedures. Addressing the House, he emphasized the significance of productive dialogue and the constitutional duty of Parliament to represent the hopes and aspirations of 1.4 billion citizens.

“Parliamentary disruption is not a remedy, it’s a malady. It weakens our foundation and risks sliding Parliament into irrelevance. This chamber is more than a house of debate—it must echo the national spirit,” Chairman Dhankhar stated.

Referring to the historic milestone marking the final quarter-century before the Constitution’s centenary, he lamented the missed opportunity for meaningful discussions. “Instead of constructive engagement, we fell short of the people’s expectations,” he said, reiterating the importance of nurturing nationalism and fostering democracy.

Chairman Dhankhar appealed to members to embrace meaningful dialogue and adhere to rules. “Deviation from the rules sacrileges this temple of democracy. We persuade the Chair only by exhibiting the highest standard of conformance to the rules,” he noted, in response to a question from MP Jairam Ramesh on how to effectively engage with the Chair.

Highlighting the importance of discipline, he reminded the House of the responsibility to honor the spirit of the Constitution and the vision of its framers. “Parliament is a platform for productive discussion. We must not dishonor the legacy entrusted to us.”

The session ended with a plea for cooperation to ensure the continuation of meaningful parliamentary proceedings and a reaffirmation of the House’s commitment to India’s aspirations for विकसित भारत@2047.
