COVID19 TESTS AMONGST THE ITALAIAN POPULATION IN A REPEATED WAY UNTIL THE END OF THE CRISIS- Massimo Chiabotto

Article 21 of the Indian Constitution echoes that ‘no person shall be deprived of their life and liberty.’  The Supreme Court of India has precisely described this right as the ‘heart of fundamental rights;’ it includes right to live with dignity, right to livelihood and right to health.  Article 2 of the Human Rights Act protects one’s right to life, thus the government ought to protect the life and protect the dignity of its citizens.  Human rights globally face challenges in this pandemic and no country is immune!  Nevertheless it is the duty of the government to keep an eye to further develop short-terms responses.

Having understood that the coronavirus is novel, the danger and consequences of people’s life expectancy – community containment measures such as stay-at-home orders and lockdowns have been widely implemented and followed across the globe.  Protecting the right to life, Article 2(1) of the European Convention of Human Rights is being upheld.  With a holy grail to flatten the epidemic curve impacting billions globally, there is a cry for semblance of normalcy in every uncharted territory!

With multitudes suffering in the pandemic allied with paramount uncertainty Mr. Massimo Chiabotto from Italy, a University of Chicago MBA alumnus, CEO of an engineering company opined that ‘a horde of scientific urban legends have connected their master-minds to combat coronavirus through a systemic and integrated approach where technologies, processes, medical procedures and people work together for a rapid containment of the virus by an impactful project called The Re-Entry Project developed together with Mr.Pietro Stopponi and Mrs. Paola Caburlotto’ (also University of Chicago MBA alumni). ‘This project digitally surveillances the virus and help combat the novel virus by connecting national institution, regions, municipalities to the society at large uniting town and townsmen with an attempt to take us all back to work.’  He added that ‘The Re-Entry Project’ attempts to clinically monitor people, distinguish the infected, potential infected and the negative subjects and eventually end emergency!  Since Italy was the former epicentre of the pandemic, it has in many ways been an immense inspiration in being ready to beat the virus!  Now it continues to inspire as leading luminaries have united to combat Covid-19 and give back people what they lost and confer a normalcy to its citizens!

In this digital era such a methodology – which includes the coordinated and integrated use of digital instruments (App and database), action protocols and regulatory approach – that attempts to trace out the infected integrating mass campaign rightly seems to understand the distribution of contagion in the population, tracking down potential at-risk individual which in turn reduces in regular intervals the population that needs to be tested.  The project attempts to ensure that everyone eventually returns to their respective activities and re-start their business and public administration soonest!

Massimo adds that ‘the associated test results can be obtained quickly and easily online creating a capillary network field to mobile units to carry out Covid-19 tests amongst the Italian population in a repeated way until the end of the crisis.’  A pilot project validating the tests in the local area with the help of a control room ensures cooperation, integration and liaison between the actors involved.

Identifying the infected and potentially infected persons and consequently identifying newly infected people with an aim of isolating them in order to prevent the spread of the virus, sending medicines to them and take necessary measures to prevent deterioration of health condition at the earliest opportunity is the need of the hour!  It is our duty to individually and collectively act; act faster than the virus by carrying out tests and isolating.  Encoding and decoding accurate and fast information is the only effective weapon to win the virus.  The pandemic is new and therefore the solution seems to be new too.  In moments of pain and anxiety, Italy’s balcony spirit that believed in ‘tutto andrà bene’  was an inspiration to unity in the first wave that helped the globe to cherish moments of delight in moments of disarray, as Italy invented ‘The Re-Entry Project’ India too can adopt it, and together combat coronavirus!
