Climate Activist Sonam Wangchuk Appeals to PM Modi for Ladakh’s Inclusion in Sixth Schedule

New Delhi, 9th Sept. Climate activist Sonam Wangchuk on Monday urged Prime Minister Narendra Modi to include Ladakh in the Sixth Schedule of the Indian Constitution. This move would grant local law-making powers to help preserve Ladakh’s land and cultural identity amid growing environmental and industrial pressures.

Wangchuk, who recently completed a foot march from Leh to New Delhi with around 75 volunteers, highlighted that despite submitting a memorandum of demands to the Prime Minister during his visit to Dras in July for Kargil Vijay Diwas, he has yet to receive a response.

At a virtual press conference, Wangchuk expressed concern over the recent creation of five additional districts in Ladakh, questioning whether these districts have been granted decision-making powers. He stressed that without such autonomy, Ladakh’s unique ecological and cultural aspects might be jeopardized.

“Ladakh faces severe climate and industrial challenges,” Wangchuk said, urging the inclusion of Ladakh in the Sixth Schedule to ensure its people can make decisions that protect their environment and heritage.

Wangchuk emphasized that his march aims to bring global attention to Ladakh’s climate issues. He criticized the current arrangements, noting that the Ladakh Autonomous Hill Development Councils (LAHDCs) only have authority over development funds and lack broader legislative powers.

He denied any political motives behind the march, which is intended to push for resumed dialogue between the Centre and Ladakh’s leadership. Wangchuk also revealed concerns over the alleged withdrawal of promises for tribal area status and full statehood for Ladakh, attributing it to pressures from industrialists seeking to exploit the region’s resources.

The activist also pointed out the government’s recent approval of a 13-GW renewable energy project in Ladakh, including a 7.5-GW solar park, and expressed worries about land being allocated for solar projects without adequate consent from local councils.

Wangchuk, who previously undertook a 21-day fast demanding statehood for Ladakh, reiterated that his actions are focused on safeguarding the region from “greedy” industries and ensuring its environmental and cultural protection.
