Diplomatic Passport Controversy: Prajwal Revanna Leaves India Amid Sexual Harassment Accusations

The sexual harassment accusations against Janata Dal (Secular) MP Prajwal Revanna have stirred controversy as he managed to depart from India despite ongoing investigations. The Karnataka government has appealed to Prime Minister Narendra Modi to revoke Revanna’s diplomatic immunity, enabling his return to India for questioning. Prajwal Revanna, the grandson of former Prime Minister Deve Gowda, stands at the center of the allegations.

Understanding Diplomatic Passports

Diplomatic passports, recognizable by their maroon covers, grant holders privileges and immunities under international law. Issued by the Ministry of External Affairs (MEA), these passports are provided to:

• Diplomatic Representatives: Individuals representing the government officially.

• Government Appointees: Those appointed by the government for official business abroad.

• Senior Officers: Indian Foreign Service (IFS) officials at Joint Secretary rank and above.

• Family Members: Immediate relatives of IFS and MEA officers.

• Selected Individuals: Including union ministers and MPs on official government travel.

Valid for up to five years, diplomatic passports often coincide with the term of the holder’s office.

Visa Exemptions and Prajwal Revanna’s Case

Under India’s 2011 visa exemption agreement with Germany, diplomatic passport holders can travel to Germany visa-free for up to 90 days. However, prior political clearance is still required for private visits abroad.

Cancellation of Diplomatic Passports

Karnataka Chief Minister Siddaramaiah’s request to cancel Prajwal Revanna’s diplomatic passport underscores legal procedures. According to the Passport Act 1967, diplomatic passports may be revoked under specific circumstances, including fraudulent acquisition, national interests, conviction, or court orders during criminal proceedings.

Blue Corner Notice Issued

In response to Revanna’s departure, the Karnataka government has issued a Blue Corner Notice against him, indicating his claimed presence in Germany. Blue Notices are part of Interpol’s alert system, aiding international cooperation in criminal investigations.
