MANIFESTO 2-Modi’s Vows On Women & Child Development

The BJP made its manifesto four years ago and now the elections are ahead, and the successful implementations in its 50-point promise detailing some major political and good governance promise, one of them relating to CHILD – SUPPORT and WOMEN DEVELOPMENT seems fulfilled to an inordinate magnitude. The BJP promised to Save the Children, However, despite recent reports of rising incidents relating to crime against and children, four per cent more people – over the last one year – feel that there is a decrease in crime against women and children. the digit for 2017 was 28 per cent, earlier it was 32% .38 per cent had said that crime against women and children had reduced during Modi regime in the year 2016.

The BJP government introduced NATIONAL NUTRIION MISSION (NNM) to knob this problem of malnutrition the government mobilize the National Nutrition Mission on 30.11.2017 with a three-year budget of Rs. 9046.17 Crores instigating from 2017-18. It guarantees merging with various programmes i.e. Anganwadi Services, Pradhan Mantri Matri Vandana Yojana, Scheme for Adolescent Girls of WCD Ministry; Swachh Bharat Mission of Ministry of Drinking Water & Sanitation , Public Distribution System  of Ministry of Consumer Affairs, Food & Public Distribution , Mahatma Gandhi National Rural Employment Guarantee Scheme of Ministry of Rural Development ,With Ministry of Panchayati Raj and Urban Local Bodies through Ministry of Urban Development the facility of Drinking Water & Toilets have been effected.

 The vital activities in project is Information and Communication Technology enabled Real Time Monitoring (ICT-RTM) of ICDS. Therefore, a customized mobile based Common Application software (ICDS-CAS) has been established. In this Anganwadi workers are provender of the information regarding the services delivered, through the mobile devices installed with ICDS-CAS application.

The ICT-RTM has been introduced in 6 states viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Rajasthan. 70,000 above Smart Phone devices pre-installed with ICDS-CAS Software Application have been provided in these six States.  Around 70,299 Anganwadi Workers have been coached in Phase-I in using the mobile application.

The very popular Mid-Day Meals scheme amended by the Modi government is the largest school serving scheme in the world.

The scheme was begun by K Kamaraj, the last of congress genii in Tamil Nadu and was successful in accomplishment of this scheme.

In 1995, this scheme was extended by union government throughout the country. The latest amendment to this scheme which was successful in adding buttermilk to the menu was credited by Smt. Smriti Irani.

Adding buttermilk in the mid- day meal was focused on the improvement of the health of the school children as the buttermilk is old-style and cheap spread providing a complete nutrition to the children.

This great attainment by the Modi Government feeds around 11 crore children in the 12 lakh schools of India.

Another fundamental Beti Bachao Beti Padhao is one the dreadnought programmes of the Government, launched by the Hon’ble Prime Minister, Sh. Narendra Modi on 22nd January, 2015 at Panipat, Haryana to address the declining Child Sex Ratio and address other related issues of disempowerment of women.  Integration effort of three Ministries, Women and Child Development, Health & Family Welfare and Human Resource Development with concentration on Awareness and Advocacy Campaign; Multi-sectoral action in select 161 districts (low on CSR); Introducing effective enforcement of Pre-Conception and Pre Natal Diagnostic Techniques (PC&PNDT) Act and enabling girls’ education.

The programme will be completing successful 3 years shortly in establishing improvement in CSR as a National Schema.  Above all encouraging trends are conspicuous as per the latest HMIS data of M/o HFW for 161 BBBP districts for the time period between April-March, 2015-16 & 2016-17 indicating that, a successful improving flow in Sex Ratio at Birth is visible in 104 districts, 119 districts have reported progress in first trimester registration against the reported Anti Natal Care registrations and 146 districts have testified development in institutional deliveries. As an adds on Unified District Information System for Education (U-DISE) 2015-16, the girl’s enrolment in secondary education has increased to 80.97% against 76% in 2013-14. Efficaciously, the construction of girl’s toilets in schools in selected districts has been attained.

Universalization of Scheme for Adolescent Girls is an additional triumphed project of BJP government,The Government approved implementation of the Scheme for Adolescent Girls for the age group of 11 to 14 years for the school girls to provide them nutrition support and vocational /skill training under non-nutrition.  The targets to provide nutrition to 40 lakhs out of school for adolescent girls age 11-14 years in 2017-18 the structure has been extended to additional 303 districts in addition. It is a huge adds-on in the present 205 districts throughout the country in 2017-18. (As reported by States/UTs), it is stated that as on 20.12.2017 Rs. 333.59 crore have been released to States and UTs advancing 81.97 lakh adolescent girls.

The government also initiated the Integrated Child Protection Scheme. Under this The Ministry of Women and Child Development is implementing scheme for ensuring implementation of the Juvenile Justice Act. The maintenance grants for children of Rs.2000/- has been increased by 8 % annually in homes, and open shelter and Specialised Adoption Agencies.

There is an evident increase in programmatic allocation for CIF Head Office & its regional centres, by Rs.9.70 crore for protection services of CHILDLINE.         

The Ministry has also emphasized upon the need to place cradles at important locations such as hospitals, PHC, etc. to save the lives of unwanted new born babies and placing them in the adoption net managed by Central Adoption Resources Authority with the intent to rehabilitate them in the familial care in the Cradle Baby Reception Centre

For the women welfare some drastic improvements being address women’s issue at the village level, like in 2017 the launch of Mahila Shakti Kendra scheme.in 115 most backward districts under this new scheme around 300 thousand student volunteers are being sent as the volunteers, they mobilised through local colleges, NCC, NSS, NYK etc., will work with local women to help them access government schemes for their benefit. Under this scheme District Level Centres for Women are also being set up in 640 districts. At the district level for all initiatives related to women and the State Resource Centres for Women will be the state-level mechanism to ensure harmonization between blocks, districts, state and centre.

In the year 2017, The National Policy for Women, was drafted and is currently under consideration. The draft Policy addresses the miscellaneous needs of women with regard to health including food security and nutrition; education; economy including agriculture, industry, labour, employment, the status of NRI women, soft power, service sector, science and technology; governance and decision making; violence; and the creation of an enabling environment among others.

In an another chief initiative for working women the Ministry of Women and Child Development has done some amendments in MATERNITY BENEFIT BILL, 2016, has now extended to a period of 26 weeks (6 months). For single mothers Passport rules have been amended, now in application form either mother or father’s name can be providing, do not have to provide certificate of marriage / divorce during application.

 One Stop Centres (OSCs) have become operational in addition to previous 51 OSCs, now the figure raised up to 117, These 168 centres offer a single window to a gamut of services including approach to police, getting support in medical, legal and psychological and temporary shelter in 32 States and UTs. As a step ahead 150 OSCs are planned to be set up by 2020.

During 2017, 10 new Women Helplines with the uniform code 181 have been started taking total exposure now in 28 States.

 Incidents of Sexual harassment at the workplace, and to help women, an Online complaint mechanism – She-Box – has been established. In this scheme any female employee in the country, whether employed by the government or private, now she can file an online complaint of sexual harassment through this portal to protect her virtue.

 The Prohibition of Child Marriage Act, 2006 an amendment has been proposed by the Ministry so as to make child marriages hereafter invalid in law. This would be an effectual preventive to the practice. In 2017, the Ministry also took up the issue for separation between IPC Section 375 (rape) and the Protection of Children Against Sexual Offences Act (POCSO), 2012. In accordance with this, a decision by the Hon’ble Supreme Court this year has criminalized sex between a man and his underage wife it is seen as a big success for the Ministry in the welfare of women and child protection, Further, since in villages Panchayats are usually aware of the child marriages, the Ministry is working to prosecute panchayat members for promoting or permitting sanctification of child marriages.

The Ministry has theorized, a comprehensive Bill on Trafficking which clearly outlines and differentiates between Regulatory and Rehabilitation aspects. The Bill is under consideration and a number of projects are being implemented under the Nirbhaya Fund, which is managed by the Ministry for the safety and security of women.  Few Proposals amounting to more than Rs. 2,000 Cr. have been assessed in the last one year. To apprehend its seriousness a vigorous online MIS has been developed to track implementation of all the projects under Nirbhaya.

For women’s safety in 8 prominent cities, a n engrossed project is being prepared under the Nirbhaya Fund, which will cover Delhi, Mumbai, Chennai, Kolkata, Ahmedabad, Bengaluru, Hyderabad and Lucknow.

Under Nirbhaya a project for Integrated Emergency Response Management is run by Railways. At 983 major railway stations CCTVs installed and monitoring rooms are being to provide 24×7 security to women passengers at stations and in trains.

To embolden women Mahila Police Volunteers are being appointed to report crime and are serving as role models in their communities. The scheme is currently effective in 5 States.

Under Nirbhaya, Central Victim Compensation Fund has been created which is a mass fund to support States and UTs for their Victim Compensation Scheme. This is helping guarantee adequate and appropriate and well – timed support for women survivors of crime and violence.

As an another safety measures much improved New Taxi Policy Guidelines have been put in place in consultation with the Ministry.

An Inter-Ministerial Committee constituted by Ministry of Electronics and Information Technology (MeitY), to adopt the issue of easy availability of child sexual abuse material/imagery, with membership of MWCD has issued an advisory to all Internet Service Providers within the country to thwart the distribution and broadcast of child sexual abuse material. Efforts are being made to develop of a fast track mechanism also known as (green channel) to complain and facilitate rapid and hasty removal to blockage the online content offensive to women and children.

A Public Grievance Cell runs dynamically in the Ministry, which gives women and children citizens a method to send their grievances directly to the government. Around 18000 complaints has been already administered in the one year since its commencement.

 The Ministry in this year has taken many steps to build the capacities of Elected Women Representatives of Panchayati Raj Institutions so that they may easily exercise their power effectively.  Under the National Institute of Public Cooperation and Child Development these women are being trained to take up their responsibilities as development architects.

To protect the Dignity to widowed women  is the largest project by  government to  subsidized home for 1000 widows at Vrindavan are ready, it will help widowed women live an  empowered  life of dignity.

Swadhar Greh Scheme marks the women victims of difficult circumstances and anticipates providing shelter, food, clothing and health as well as economic and social security for these women. Till today total 561 Swadhar Greh are functioning in the country

The very widespread Swachh Bharat Mission by Modi government has

maintained universal sanitation and hygiene at Anganwadi Centres, all States and UTs were requested to give wide publicity to Government’s “Swachh Bharat Mission” and “Bal Swachhta Mission” by conducting activities on diverse subjects like Clean Anganwadis, Clean Surroundings e.g. Playgrounds; Clean Self or  Personal Hygiene  and  Child Health, Clean Food, Clean Drinking Water, Clean Toilets  related to hygiene and sanitation is the another great achievements by Modi Government.
